Minutes

 

The Rawlins Municipal Library Board met in regular session Monday, November 4th, 2013 at

5 PM in the South Dakota Historical Collection Room with David Page presiding, Library Director Robin Schrupp, members Terry Woster, Liz Vogt, Debra Owen, and Commissioner Jim Mehlhaff present.  Special guests in attendance were City Administrator Leon Schochenmaier and Capital Journal managing editor Lance Nixon.

 

The amended agenda was approved upon motion by Jim and seconded by Liz.  The September minutes were approved with a motion by Liz, second by Jim; all approved.

 

Director Schrupp gave the Librarian’s Report which noted the following general statistics for September:  Circulation- 11,798, eBook circulation- 694, internet/computer uses - 2,630, patron count - 12,470.  In addition to the regular children’s programming, other recent activities included a hands-on teen tech session to celebrate Teen Read Week, & Rawlins Library being represented at the Halloween “Trick or Treat Trails” at LaFramboise Island Oct. 27th.  A used book sale is in progress (Nov 1-10) with many donated and de-selected items available for purchase.  The state library has added two new databases to its list of online resources (Mango Languages and Chilton’s Auto Repair Manual), and Rawlins has subscribed to Newsbank which provides access to over 2200 newspapers and magazines throughout the United States, including 15 periodicals from South Dakota.

 

Existing Business:

The financial reports were reviewed and motion for approval was made by Jim, seconded by Terry, approved by all. 

 

The statistical report was discussed with a focus on the digital statistics (how many items accessible, number of eBooks checked out, new online patrons registered).  Robin suggested a need to increase awareness of the eBook program as well as the other online resources the library offers.

 

The 2014 budget figures have been finalized by the city commission; the figures simply replicate the 2013 allowances, with minor changes in personnel and benefits and category shifts in the computer hardware/software line items.

 

Leon Schochenmaier reported that the cracked windows on the north side of the building are set to be replaced mid-month by Oahe Glass.  He also presented figures regarding possible replacement of the remaining glass around the outside parameters of the building, which would also be double-paned and have a reflective tint resulting in a more energy efficient product.   Updated plans and cost analysis figures were presented for the possible future expansion of the north side of the library.  Additional issues are the need for a new boiler, and the relocation of the outside compressor to a different area.

 

Currently the library has funds set aside for a design consultant for the tentative library expansion project that will need to be carried over into 2014 budget year.  Leon and Jim will consult with CDGB regarding the revision of the original grant request.

 

An estimate from Nystrom Electric for the replacement of all the lights in the library was discussed.  The replacement of the existing lights would result in a 70% reduction in electricity and would pay for itself within 4 years.  A motion was made by Jim, seconded by Deb, to authorize the replacements of the lights, contingent on current budget allowance for the project.  All members gave their approval.

 

Leon Schochenmaier then excused himself from the meeting.

 

New Business:
The goal of attaining accreditation within the guidelines of the South Dakota State Library Public Library Standards was discussed. These standards assure the ongoing development of quality library services in the state by examining the library’s policies and procedures regarding governance, access, collections and resources, funding, technology and public relations. Rawlins Library meets the majority of the essential standards, with the exception of current board training sessions. Board members agreed to pursue the required number of hours through online and in-person training to achieve this goal by the deadline of December 3rd.

 

At 6:20 p.m., Lance Nixon exited the meeting.   The board entered into Executive session to discuss board personnel issues upon a motion by Liz, second by Deb.  Motion was made by Jim, second by Liz at 6:30 pm to come out of Executive session. Robin will pass on board’s proposed recommendation for the city commission.

 

Library board member Linda Clair has resigned her position due to term limits. Mayor Gill will appoint a new trustee to serve on the board by the next scheduled meeting.  The board sincerely thanks Linda for her dedication and past service to the library!

 

The next meeting will be Monday, November 25th at 4:00 p.m. (Please note time change to allow for trustee training.)

The Rawlins Municipal Library Board met in regular session Monday, September 23rd, 2013 at

5 PM in the South Dakota Historical Collection Room with David Page presiding, Library Director Robin Schrupp, members Linda Clair, Liz Vogt, Debra Owen, Commissioner Jim Mehlhaff and Library Interim Operations Staff Judy Ulvestad and Kerry Bowers present.

Existing Business:

 

David discussed his preference for using any leftover 2013 budget monies for repair projects at the Library rather than having it absorbed back into the City general fund. There will be a surplus in the salary line item and possibly purchases because of the lack of a Director for approximately one third of the year. The Board expressed agreement that the use of these funds should be used for the current physical needs of the Library structure.

 

The Financial Report was approved upon motion my Jim and second by Debra.

 

The building issues were discussed:

The Board is still awaiting quotes from Johnson Controls Inc for relocation of the condensing unit and replacement of the boiler and dependent parts. Quotes were to be given to do the projects in stages or all at once.

The amount in the TSP quote for replacement of all the windows with energy efficient glass is $110,000. The Board feels this figure is low. At this time, this is the most urgent project.

The hot water heater has been replaced and automatic door openers are on order for both main entrance doors. The outside door opener will be replace with a more industrial unit to try and prevent weather related damage.

Kirby Welch, City building inspector, came and surveyed the water issue that has appeared by the first row of computers but as of this time, he has not reported back as to what he found.

 

David will contact Leon about the status of the TSP expansion/renovation project - Phase I.

 

The next meeting will be Monday, October 28th.

The Rawlins Municipal Library Board met in regular session Monday, August 26th, 2013 at

5 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair & Terry Woster present.  Commissioner Jim Mehlhaff, Library Interim Operations Staff Judy Ulvestad and Kerry Bowers were also present.

 

Existing Business:

 

The year to date expenditure list was reviewed and discussed with explanation of some line items by Kerry Bowers and Judy Ulvestad.

 

The next CD up for renewal is August 31st. After discussion, Linda moved and Terry seconded to roll over the CD for another 12 month period. The motion was approved.

 

The Summer Reading Celebration wrapped up July 31st with excellent attendance at the Finale events and successful programs throughout the celebration.

 

The 2014 Budget was submitted by City Administrator Leon Schochenmaier which consisted of the same figures used in the 2013 budget with an additional $18,000 added in for the replacement of the lights with new energy efficient lighting.

 

New Business:

 

The website was discussed with agreement that it needs to be updated. Kerry will work on this project

as time allows.

 

Robin Schrupp was hired as the new Rawlins Library Director and will start Monday, September 9th.

 

 

The next meeting will be Monday, September 23rd.

Minutes

 

 

The Rawlins Municipal Library Board met in regular session Monday, June 24, 2013 at

5 PM in the South Dakota Historical Collection Room with David Page presiding and member Linda Clair present.  Commissioner Jim Mehlhaff, Library Interim Operations Staff Judy Ulvestad and Kerry Bowers were also present.

 

The Agenda and Consent Calendar was unanimously approved upon motion by Jim Mehlhaff and second by Linda Clair.

 

Existing Business:

 

After discussion to clarify the number of ebook titles owned by the South Dakota Titles To Go Consortium and Rawlins Library, the Financial Report was accepted upon motion by Linda Clair, second by Jim Mehlhaff.

 

The next CD up for renewal will be August 7th. The Board will take action on this CD at the July meeting.

 

Judy Ulvestad sent letters requesting an increase in financial support by governmental entities Hughes County and the City of Fort Pierre.

 

The Summer Reading Celebration (SRC) continues with good attendance and Y Summer Assistant reporting her numbers are going up as the program progresses.  Preparations are being made for the Summer Reading Celebration Finale.

 

The OverDrive Bookmobile national tour came to Rawlins Library Friday, June 21st. Despite consistent rain and thunderstorms, 37 people attended.  3 new users signed up at the event and 34 titles were checked out.

 

New Business:

 

Retired Director Beverly Lewis continues to order books including audiobooks for the Rawlins collection. Kerry Bowers and Judy Ulvestad are filling in with patron requests and other titles for ebook, Y and general collection.

 

There was a motion made by Jim Mehlhaff to present the budget as proposed with a second by Linda Clair. The motion passed.

 

Chairman David Page discussed the need for a presence in social media and for an updated website.  Kerry Bowers offered to create a Rawlins Library Facebook page. Jim Mehlhaff motioned to approve the creation of the Facebook page with Linda Clair seconding the motion. The motion passed.

David Page will contact Mayor Gill with a motion by Linda Clair and second by Jim Mehlhaff to recommend that Debra Owens be appointed as the new Rawlins Library Board member. The motion passed.

 

The next meeting will be Monday, July 22nd at 5PM.

The Rawlins Municipal Library Board met in regular session Monday, May 20, 2013 at

5 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Terry Woster and Liz Vogt present.  Commissioner Jim Mehlhaff, Library Interim Operations Staff Judy Ulvestad and Kerry Bowers were present.

 

The Agenda and Consent Calendar was unanimously approved upon motion by Linda Clair, second by Jim Mehlhaff.

 

The Summer Reading Celebration (SRC) will begin Monday, June 3rd with Jessica Lammle and Nancy Boe serving as Summer Library Assistants.

 

New Business:

 

Pat Clark’s resignation from the Library Board: Terry Woster regretfully motioned to approve. Liz Vogt seconds. The resignation is accepted with the Board’s sincere thank you and appreciation for all of Pat’s time and efforts in regard to Rawlins Library.

 

Letters for request of increase in financial support from government entities Hughes County and Fort Pierre:  Liz Vogt motioned to approve that the letters be sent. Linda Clair seconded. Motion approved. Judy Ulvestad will send the letters.

 

Interim Director Library duties will be shared by Judy Ulvestad and Kerry Bowers under the direction of City Administrator Leon Schochenmaier until a replacement director has been hired and is in place.

 

Commissioner Mehlhaff left the meeting at 5:40.

 

Kerry Bowers informed the Board that the OverDrive Digital Bookmobile will be visiting the Library on Friday, June 21st from 10AM to 2PM. The event is being co-sponsored by the South Dakota State Library.

Minutes

 

 

The Rawlins Municipal Library Board met in regular session Wednesday, April 24, 2013 at 5 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Pat Clark and Liz Vogt present.  Commissioner Jim Mehlhaff, and Library Director Beverly Lewis were present.  Terry Woster was absent. Laurie Gronlund, City of Pierre Human Resources Director, was a guest.

 

The Agenda was amended to add under new business “Library Director Resignation, Position Description and Job Search”.

 

Consent Calendar was unanimously approved upon motion by Liz Vogt, second by Linda Clair.

 

The Summer Reading Celebration (SRC) information is included in the City’s summer recreation brochure, is posted on the Library’s website and the SRC flyers are ready for distribution. 

 

Director Lewis said her last day as Director would be May 17 because she would be moving to Helena, MT to live closer to her family. 

 

Laurie Gronlund noted the updated language in the Position Description to include technology and after review, upon motion by Jim Mehlhaff, second by Liz Vogt, it was unanimously approved.  She said the search process will follow State Statue and work with the City Administrator, Commissioner Mehlhaff and the Board.  Chair Page appointed Linda Clair and Liz Vogt to serve with him on a hiring committee.  Laurie Gronlund will coordinate the search.

 

Laurie Gronlund left the meeting.

 

There was a discussion about the CDBG grant and the possible interpretation of the building project as being an entire project from start to completion rather than a project in two phases.  Also, Library Director Lewis will ask for clarification on the item #25 “clerestory” windows to verify that the amount of $105,000 includes all windows.

The Rawlins Municipal Library Board met in regular session Thursday, April 4, 2013 at    5 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Pat Clark, Liz Vogt and Terry Woster present.  Commissioner Jim Mehlhaff, and Library Director Beverly Lewis were present.  City Administrator Leon Schochenmaier was also present.  

 

The Consent Calendar was unanimously approved upon motion by Liz Vogt, second by Terry Wooster.

 

After discussion, it was unanimously decided to authorize the Library Director to close  CD # 7602329 and move the funds to American State Bank for a higher interest rate in a 12-months CD, upon motion by Linda Clair, second by Terry Wooster.

 

Director Lewis said Jessica Lammle and Nancy Boe would be returning Summer Library Assistants for the 2013 Summer Reading Celebration. 

 

The National Library Week Celebration will be April 14-20 with a variety of activities including an after-school reading program and a collection titles guessing contest.

 

The Library will participate in the City’s Go green campaign with a special after-school reading program on Earth Day, April 22.

 

In addition to the regularly scheduled preschool storytimes in April, the Library will participate in the annual city-wide Kids Safe Saturday event on April 27 and will host three Reading Adventure programs in the morning with a “Reading Keeps Kids Safe” theme.  In the afternoon, there will be another Reading Adventure with guest teacher Amber Stout who will discuss her Audubon grant project and bring some newly hatched Hungarian Partridge chicks.

 

During the discussion about the architect’s recent updated costs estimate, it was agreed that several items need further clarification, including the electrical and HVAC upgrades, parking lot layout and construction engineering fees.  Director Lewis will schedule a teleconference call with the architect to discuss these items soon.

The Rawlins Municipal Library Board met in regular session Monday, February 25, 2013 at 5 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Pat Clark and Terry Woster present.  Commissioner Jim Mehlhaff, and Library Director Beverly Lewis were present.  Liz Vogt was absent.  City Administrator Leon Schochenmaier was present.  David Rookhuyzen from The Capitol Journal was also present.

 

The Consent Calendar was unanimously approved upon motion by Linda Clair, second by Jim Mehlhaff.

 

After discussion, it was unanimously approved to hire two half-time Summer Library Assistants , upon motion by Pat Clark, second by Linda Clair.

 

Director Lewis said the 108th Birthday celebration would be on Sunday, March 10 and in addition to the Carnegie Library historical displays and new materials; there would be a display of books from the South Dakota history collection.  March activities will also include the regularly scheduled preschool storytimes and Reading Adventure programs as noted on the calendar.

 

After discussion, it was decided to schedule a telephone conference soon with the architect about the preliminary requested list of detailed activities and costs.  Also, Leon Schochenmaier will schedule a meeting to discuss the Community Development Block Grant after the new costs information is reviewed.

The Rawlins Municipal Library Board met in regular session Monday, October 29, 2012 at 5 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Pat Clark and Liz Vogt present.  Terry Woster was absent.  Commissioner Jim Mehlhaff, Library Director Beverly Lewis and Commissioner Steve Harding were present.

 

Members discussed the recent $3,935,000 - $4,235,000 cost estimate prepared by TSP Architects.  Alternate items totaling $10,000 – 75,000 were also discussed.  Everyone present expressed satisfaction with the latest exterior, interior and parking lot drawings.

 

Steve Harding said an application had been made for an extension to the CBD Grant.

 

There will be a discussion about fund raising strategies at the November 26 Board meeting.

The Rawlins Municipal Library Board met in regular session Monday, October 22, 2012 at 5:05 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Pat Clark, Liz Vogt and Terry Woster present.  Commissioner Jim Mehlhaff and Library Director Beverly Lewis were also present. 

 

After review, the Consent Calendar was unanimously approved upon motion by Linda Clair, second by Liz Vogt.

 

After discussion, it was unanimously decided, upon motion by Terry Woster, second by Linda Clair that Library Director would request the Trust Administrator for the Wegner-Norbeck Charitable Trust CDs to reinvest them for 24-months in local financial institutions paying the best interest. 

 

Upon motion by Linda Clair, second by Terry Woster, the majority requested Library Director Lewis to submit a request on behalf of the Board for Pat Clark to be reappointed to another term on the Library Board.  Pat Clark abstained from voting.

 

Director Lewis mentioned several of the special November activities including a Picture Book Week celebration with Clifford the loveable big red dog hosting storytimes and a special Saturday program; and an Early Release Thanksgiving Reading Adventure on November 21.

The Rawlins Municipal Library Board met in regular session Monday, Septembeer 24, 2012 at 5:05 PM in the South Dakota Historical Collection Room with Linda Clair presiding and members Pat Clark and Liz Vogt present.  David Page, Terry Woster and Commissioner Jim Mehlhaff were absent.  Library Director Beverly Lewis was present. 

 

After review, the Consent Calendar was unanimously approved upon motion by Pat Clark, second by Liz Vogt.

 

After discussion, it was unanimously decided, upon motion by Liz Vogt, second by Pat Clark that CD #15120 would be rolled over in a 24-months CD with American State Bank.

 

Director Lewis said $40,000 was cut from the Library’s initial FY 2013 Budget Request and she had made cuts from several line items to reach that total.  She added that the cuts to the collection line items would result in fewer new books, DVDs and audio books being added in 2013; and that the digital book collection would be reduced by four-fifths of what had originally been requested.

 

It was decided to postpone a discussion about the Board term until the October meeting.

 

Director Lewis overviewed some of the October activities that will include Saturday programs for kids in Kindergarten through 3rd grade; preschool storytimes; a Saturday program for kids in 4th and 5th grades; reading programs for the GOLD kids from Ft. Pierre’s 21st Century Learning Center; and an adult book discussion about the SD One Book title. She added that kids will be invited to “Sit and Read to Sage” the American Kennel Club CGC-certified rescued Standard Poodle on two Thursday afternoons.

 

Director Lewis reminded everyone the architects will be here Wednesday, September 26 at 11 AM.

The Rawlins Municipal Library Board met in regular session Monday, August 27, 2012 at 5:00 PM in the South Dakota Historical Collection Room with David Page presiding and members Linda Clair, Pat Clark, Liz Vogt and Terry Woster present.  Commissioner Jim Mehlhaff and Library Director Beverly Lewis attended. 

 

After review, the Consent Calendar was unanimously approved upon motion by Jim Mehlhaff, second by Pat Clark.

 

After discussion, it was unanimously decided, upon motion by Linda Clair, second by Liz Vogt, that CD #65739527 (Marjorie Rawlins CD) would be placed in a brokered CD with the best interest rate for 12 months.  Also after discussion, it was unanimously decided, upon motion by Jim Mehlhaff, second by Linda Clair, that the building fund CD#65739525 would be moved to a 12-months brokered CD.

 

Director Lewis said the Summer Reading Celebration programs had good attendance and the three finale events were especially popular.  According to the 2012 SRC Report, more than 2,230 kids participated and she noted participation by kids in 4th and 5th grades was higher than the previous year.

 

Director Lewis submitted the Library’s initial FY 2013 Budget Request and she said budget discussions would be continued with the City Administrator and Commissioner Mehlhaff.  Director Lewis will present the request to the City Commission on September 5.

The Rawlins Municipal Library Board met in regular session Monday, July 23, 2012 at 5:00 PM in the South Dakota Historical Collection Room with David Page presiding and members Pat Clark and Liz Vogt present.  Linda Clair and Terry Woster were absent.  Commissioner Jim Mehlhaff and Library Director Beverly Lewis attended. 

 

The Financial Reports were unanimously moved out of the Consent Calendar upon motion by Pat Clark, second by Liz Vogt.

 

After review, the amended Consent Calendar was unanimously approved upon motion by Liz Vogt, second by Pat Clark.

 

After discussion, it was unanimously decided, upon motion by Jim Mehlhaff, second by Pat Clark, that CD #65739526 would be placed in a brokered CD with whichever local bank offered the best interest rate for 12 months.

 

Director Lewis presented the Library’s requests for financial assistance to the Hughes County Commission and the Fort Pierre City Council.  Decisions on the requests will be made once the budgeting processes are completed.

 

June Summer Reading Celebration programs had good attendance and July attendance to date was also good.  And although it was very hot during the Parkside Reading Parties held in Fort Pierre’s Fischers Lily Park, Director Lewis said the kids really liked the Lewis and Clark history theme.

 

Director Lewis submitted the Library’s initial FY 2013 Budget Request and she said budget discussions with the City Administrator and Commissioner Mehlhaff will be scheduled soon.  Director Lewis will present the request to the City Commission on September 5.

 

After discussion, it was unanimously decided, upon motion by Jim Mehlhaff, second by Pat Cark, that effective January 1, 2013 the fee for a paid patron card will be $35 per year.  A paid patron card would still apply to all patrons who reside outside the city limits of Pierre and Fort Pierre and also outside of the county limits of Hughes County.

 

The first meeting with TSP architects was held July 18 and Director Lewis thanked David Page and Pat Clark for attending.  This meeting included lengthy discussions about various areas of the building, the HVAC system and the schedule for future meetings and deliverables.

Director Lewis said the second annual Trails, Tails and Trees event held May 22 at the Arboretum was a great success with 91 kids in attendance on a very hot afternoon.  All enjoyed the variety of outdoor activities provided by the Library, Discovery Center, City Recreation Department, GF& P; and the US Army Corps of Engineers.

 

Attendance at Summer Reading Celebration programs to date has been very good and Director Lewis said the Parkside Reading programs in Griffith Park were also popular.

 

After discussion, upon motion by Commissioner Mehlhaff, second by Liz Vogt, it was decided to request an increase in the per capita financial support from Hughes County and the City of Ft. Pierre based on the CPI.

 

Director Lewis said there would be a meeting with TSP in mid-July and of the proposed dates, July 18 was preferred and that information would be forwarded to the architect. 

 

It was decided the next meeting would be Monday, July 23rd.

After discussion, David Page was unanimously elected Board Chair upon motion by Pat Clark, second by Liz Vogt.  Linda Clair agreed to continue as Vice Chair and was unanimously re-elected upon motion by Pat Clark second by David Page.

 

David Page presided as Chair for the remainder of the meeting.

 

Director Lewis said the Library would celebrate National Library Week April 9-14 with special displays, after-school programs and new titles.

 

The Library will partner with the City Parks Department for a special program to celebrate Earth Day on April 22 and Library staff will hold reading programs in the Discovery Center that afternoon.  The Annual City-Wide Clean Up will be held April 28 and volunteers will be assigned to the Library to pick up litter around the building.  That day is also Kids Safe Saturday so there will be safety reading programs in the Library throughout the morning. 

 

Director Lewis said the Summer Reading Celebration would be held June 4 – 27 and the theme is “Castles, Crowns and Books”.  There will be morning programs for kids from groups including the Y, B&GC and PILC and afternoon programs for different grades.  In addition, the former Poolside Reading Parties will resume and will be called Parkside Reading Parties.  After discussion, upon motion by Linda Clair, second by Pat Clark, the Summer Reading Celebration Budget Proposal for two temporary summer library assistants was approved.

 

Director Lewis said the initial design bid proposals from nine architect firms had been reviewed and the list narrowed to three and those firms will make final presentations in mid -April.  All Board members were invited to attend and will be notified of the date and times

The Financial Reports were unanimously accepted as presented, and the following action will be taken by the Library Director, upon motion by David Page, second by Pat Clark: CD #14018 and CD # 65739525 will be changed to mature in 18 months.

 

The Statistical Report was discussed later.

 

All agreed to table the Board Officers discussion until the next meeting.

 

Director Lewis said the Library would finish the fiscal year in good financial shape although some 2011 invoices would still be paid through the end of this month. 

 

Director Lewis highlighted some of the 2011 successes including a circulation of 162,500 items and 155,000 library visits.  There were 13,700 registered card holders and more than 40,000 persons used the computers.  The Summer Reading Celebration had a high attendance of 1,630 kids and more than 725 kids read books and told librarians about them in the popular “Read and Tell” activity.  The Library celebrated a decade of reading heartwarming holiday stories to more than 200 kids beside the book-decorated Christmas tree in the Capitol.

 

Director Lewis said the Library will continue to provide reading programs that are theme based and grade appropriate to kids from the following partners: the Boys & Girls Club through March; the Y through April; and the Ft. Pierre GOLD program through May.  In addition, the Library will have monthly Saturday Reading Adventure programs for kids in kindergarten through fifth grade and special reading programs on Wednesdays when the kids are released early from school.

 

In the discussion about the expansion/renovation it was noted the HVAC renovation would be a major and expensive component.  All looked forward to a report about the design bids soon.

Director Lewis mentioned the variety of book activities in November and said a highlight would be a week-long visit by Clifford the loveable big red dog that is the star of Norman Bridwell’s many stories.

 

The Library will have a decorated tree in the Capitol with the theme “Starlit Stories” and it will be located on the ground floor near the area where the Library will provide Christmas Storytimes December 5-19.

 

Commissioner Mehlhaff said he would set up a meeting as soon as possible to open the bids from the architects.

 

Director Lewis asked everyone to mark January 12 on their calendars and invited them to attend the annual South Dakota Library Association’s Legislative Reception which will be held in our Library again.

Director Lewis noted the SD One Book event on September 26 was very successful with two evening programs that featured the Lakota Star Lab that was on loan from the SD Discovery Center. 

 

Mayor Gill responded in the affirmative to the Board request that Liz Vogt and David Page be reappointed to the Library Board.

 

Director Lewis said she would attend the annual conference of the South Dakota Library Association in early October.

 

Director Lewis said the new digital collection is very popular and noted that 155 e-titles are in the Library’s Advantage collection and those only circulate among Rawlins patrons.

 

The expansion/renovation project will be discussed at the next meeting.

Director Lewis said attendance at the various Summer Reading Celebration programs continues to be good.  The arrangements for the finale events to be held August 8-11 were complete and day care centers would be contacted to determine how many kids might attend.

 

Director Lewis reported she received a message from Hughes County Manager Kevin Hipple that the Library’s request for 2012 financial support had been included in the County’s initial 2012 budget.

 

Mayor Laurie Gill appointed Jim Mehlhaff as the new Commission Liaison to the Library Board.  Although he could not attend this meeting, he will be officially welcomed later.  All thanked Steve Harding for his past service to the Board and Steve has said he will continue to assist with the expansion/renovation project.

 

Director Lewis will present the Library’s 2012 Budget Request to the City Commission on August 8. 

 

Director Lewis reported the Library received a check in the amount of $50,000 from the estate of Marjorie Rawlins and she will contact the attorney to learn the full amount of the bequest and advise the Board soon.  After discussion, upon motion by Pat Clark, second by David Page, it was unanimously decided Director Lewis would deposit the money in a Building Fund 6-months Certificate of Deposit.

After discussion about the financial effects of the flood and upon motion by Linda Clair, second by David Page, it was decided the request for 2012 financial support from Hughes County and the City of Fort Pierre would be reduced to the same per capita amount of $4.25 as last year.  Director Lewis will notify these governmental entities about this change.

 

It was agreed that major fund raising should be put on hold because of the flood and that Steve Harding would be asked for his assistance in requesting an extension of the Community Block Development Grant.

Director Lewis said the search for a second Summer Library Assistant would be reopened because one applicant recently resigned and she asked members to mention this matter to anyone they knew who would be qualified and who might be interested in the position. 

 

The first “Trails, Tales and Trees” event for kids will be held at the Pierre Arboretum Wednesday, May 25 at 1:30 PM.  The Discovery Center, the City Recreation Department and the Library will provide a variety of fun educational outdoor activities.

 

The Library will participate in the annual SD One Book celebration and will host a program about the Lakota Sky to coincide with events planned around this year’s title The Journey of Crazy Horse by Joseph Marshall III.

 

It was decided a letter from the Board would be sent to Jeff J. Rawlins informing him and the Rawlins family about the expansion project.

Director Lewis asked Board members if they would consider forming a team to participate in the City’s Go Green and Clean campaign clean-up activity on May 14.  She said the preferred location for this team would be the library grounds.  All indicated willingness to help if their schedules permitted.

 

Director Lewis indicated two Summer Library Assistants had been hired: Melissa Kirkpatrick, who assisted last summer, and DeeAnn Knofezynski.

 

National Library Week will be celebrated April 9-16 with a variety of programs for adults and kids including the Spring Read and Tell.   The celebration will begin with a Saturday Reading Adventure for kids in kindergarten through third grade and conclude with the annual Kids Safe Saturday on the 16th.  That community-wide event will include a program in the Library by Pierre Police Chief Bob Grandpre about “Social Networking Safety” and a Reading Adventure for kids of all ages about “Reading Keeps Kids Safe”. 

 

Director Lewis announced the new “Titles to Go” collection would soon be available and patrons would be able to check out e-books and downloadable audio books.  The Library is a member of the SD Digital Consortium and will share the initial collection with other member libraries and, in addition, will offer an Advantage collection that will be available just to Rawlins Library card holders.  More information and training will be provided in April.

 

Members discussed the expansion/renovation project and agreed to meet the following week to continue the discussion about fund raising.

Director Lewis said the recent legislative reception sponsored by the South Dakota Library Association and the Library was a great success and the Governor and First Lady were among the approximately 87 people who attended.  She thanked those members of the Board who were here that evening.

 

The Director’s annual State of the Library report will be available to patrons and on the website very soon and Director Lewis distributed a copy to Board members.

 

Director Lewis distributed the February calendar that included three Reading Adventure programs, twelve preschool storytimes, one after school holiday program and one reading program on the day when elementary school students do not have school.

 

Director Lewis said a three months pilot project with the Boys and Girls Club would begin in February and the Library would provide three after school reading programs each month in the Library for the Club’s kids.

 

After discussion, upon motion by David Page, second by Pat Clark, the Summer Reading Celebration Budget Proposal for two temporary summer library assistants was approved.

 

Pat Clark introduced Bonnie Bjork who provided helpful information about the expansion/renovation project including a proposed gift range, suggested calendar and plan of action and a case statement.

Director Lewis said there would be four holiday Reading Adventures and five preschool storytimes in the Library in December.   In addition, the annual Read and Tell Adventure would be held December 1-22 and after readers tell about the books they have read, they would be able to choose free books to enjoy at home and would also be able to enter the drawing for plush snow critters.

 

The annual Capitol Christmas Storytimes will be held on the ground floor of the Capitol December 6 – 18.  The schedule for the come and go activities that will include classic and popular holiday stories is: weekdays 6:30 – 8 PM and Saturdays 10:30 AM – Noon.

 

Members agreed to invite community supporters to a fund raising campaign discussion that was tentatively set for Thursday, December 2nd at 5 PM in the Library.

 

Director Lewis said the Library would be closed for the holiday season as follows:  December 24, 25, 26 and January 1.

After discussion, upon motion by Linda Clair, second by Pat Clark, it was unanimously agreed to instruct the Oahe Foundation Trust Officer to move the funds in the Wegner-Norbeck Charitable Fund to a local bank with the best interest rate for a 1-year Certificate of Deposit.

 

Director Lewis described the various activities scheduled for the Halloween weekend that will include a Reading Adventure program and participation in the annual GF&P Treats on the Trail event.  In addition, all children who come to the Library on Halloween in costumes will receive a free book.

 

To celebrate children’s picture books, the Library will hold five special storytimes featuring the popular literary character Clifford the Big Red Dog.  Students from Riggs High School will wear the Clifford costume and greet attendees at the storytimes.

 

Director Lewis said she was pleased to announce the new Youth Librarian is Jennifer Ludemann.

 

Members agreed it would be beneficial to request several area citizens to assist in a fund raising campaign.  Director Lewis said she was pleased to be able to distribute an updated interior plan and she discussed the layout.

Minutes

 

The Rawlins Municipal Library Board met in regular session Wednesday, September 29, 2010 at 5:05 PM in the South Dakota Historical Collection Room with Secretary Linda Clair presiding and members Pat Clark, David Page and Terry Woster present.  Liz Vogt was absent.  Commission Liaison Steve Harding and Library Director Beverly Lewis were also present.

 

After review, the Consent Calendar was unanimously approved, upon motion by Terry Woster, second by Steve Harding.

 

After discussion, upon motion by Steve Harding, second by Pat Clark, it was unanimously approved the Director would move $5,000 from the checking account and add it to the amount in CD#7602328 and the total would be deposited 09/30/10 in a new 2-year Certificate of Deposit in the local bank that offered the highest rate of interest. 

 

After discussion, upon motion by Steve Harding, second by Terry Woster, it was unanimously decided to direct the Oahe Foundation to leave the Wegner-Norbeck Charitable Trust funds in a money market account until further notice from the Board.

 

Director Lewis reported on the FY 2011 Library Budget Request process and said on 09/28/10 the City Commission approved the operations request as submitted and the capital request was cut to include just $150,000 for design work for the building project.  She thanked Commissioner Harding for his public support of the Library’s request.

 

The South Dakota Library Association asked if Rawlins Municipal Library would host the Association’s 2011 reception for legislators in early January.  After discussion, upon motion by Pat Clark, second by David Page, it was agreed to serve as the host for a second time with the stipulation that no alcohol would be served and the building would be open to the public during the reception.

 

Commissioner Harding said he will discuss a building fund-raising kick-off event with Mayor Gill.  Director Lewis said she had a recent meeting with the architect and a rendering of the exterior was complete but the interior plan was not yet accurate.  A final report should be available next month.

 

The date of the next meeting was changed to Wednesday, October 27 at 5 PM.

Minutes

 

The Rawlins Municipal Library Board met in regular session Monday, August 30 at 5:10 PM in the South Dakota Historical Collection Room.  Board Chair Liz Vogt presided and members Linda Clair, Pat Clark and Terry Woster; and Library Director Beverly Lewis were present.  David Page and Commissioner Steve Harding were absent.

 

It was unanimously agreed the 07/26/10 Board Record be removed from the Consent Calendar upon motion by Terry Woster, second by Linda Clair.  Upon motion by Linda Clair, second by Terry Woster, the Consent Calendar was unanimously approved as changed.

 

The 07/26/10 Board Record was corrected to show Board Chair Liz Vogt was in attendance and then it was unanimously approved upon motion by Terry Woster, second by Linda Clair.

 

After discussion, upon motion by Linda Clair, second by Pat Clark, it was unanimously agreed that CD #66739525 would be rolled over for 12 months.

 

Director Lewis said Hughes County had placed $11,000 for financial support to the Library in its 2011 budget.  She said she had not yet heard whether or not the City of Ft. Pierre had authorized support for the Library in 2011.

 

The Summer Reading Celebration was very popular and there was excellent participation in the afternoon programs and the four finale events.  2,353 kids participated in programs and 1,419 free books were distributed for Read and Tell activities.

 

Director Lewis said the Read and Tell grants and fund raisers had brought in over $900 to date and there was one more fund raiser event scheduled this year.  All Read and Tell funds will be used to purchase new books to give to kids who participate in this popular reading activity throughout the year.

 

On August 3, Director Lewis presented the FFY 2011 Budget Request to the City Commission.  The Commission will discuss the department requests in September and the final budget will be adopted September 28.

 

A variety of reading activities for kids of all ages begin in September and Director Lewis distributed a flyer that described them.

 

After discussion, it was unanimously agreed, upon motion by Pat Clark, second by Liz Vogt, to recommend to Mayor Gill that Linda Clair and Terry Woster each be appointed to serve another term on the Library Board.

  

Director Lewis gave a report on the 08/25/10 Expansion/Renovation project meeting with representatives from Koch-Hazard.  She said a study of the electrical, HVAC and plumbing systems was underway and other subjects discussed included an in-wall materials return box and larger rest rooms.

 

After discussion, it was agreed to change the next meeting date to Wednesday, September 29.

May 24, 2010 Minutes

 

The Rawlins Municipal Library Board met in regular session Monday, May 24, 2010 at 5:05 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Pat Clark and David Page attended.  Linda Clair and Terry Woster were absent.  Commissioner Steve Harding and Library Director Beverly Lewis also attended.

 

The April 26, 2010 Minutes were corrected to include the correct spelling of David Page’s last name and then unanimously approved upon motion by David Page, second by Pat Clark.

 

The City Expenditures Report for April 2010 indicated the Library had expended 26.03% of its budgeted funds through the end of the month.  The Internal Financial Report for April indicated all accounts balanced.  After discussion, upon motion by Pat Clark, second by David Page, it was unanimously agreed that CD#7602331 would be rolled into a 24-month CD.

 

The April Statistical Report showed 12,498 items circulated in the 28.5 days the Library was open.  There were 9,724 visitors and 3,023 persons used the public computers.  The collection grew to 86,314 items and there were 13,401 registered card holders.

 

Director Lewis said a Summer Reading Celebration flyer was included in the City’s May utility bills.   The Library is decorated for the “Make a Splash – Read” theme and Kelsey Wilson and Melissa Kirkpatrick are the Summer Library Assistants.  A fund-raiser will be held at Perkins on May 27 to purchase paperback books that will be given to kids who participate in the “Read and Tell” activity.

 

The requests for 2011 financial assistance were sent to Hughes County and the City of Fort Pierre.  Because the official CPI is 0%, the request is for the per capita amount to remain the same as last year.

 

The Library will participate in the Capitol Centennial Celebration on June 19.  As done previously, staff will provide face painting for kids and promote the summer programs.

 

All present agreed to table the election of officers until next month.

 

An RFP for the Expansion/Renovation project is being prepared by the City Engineer and staff and a mechanism for accepting credit cards and automatic donations is being set up.  A tentative schedule includes a fund-raising campaign kick-off event in early fall.

Minutes

 

The Rawlins Municipal Library Board met in regular session Monday, April 26, 2010 at        5:00 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair, Pat Clark, David Page and Terry Woster attended.  Commissioner Steve Harding  and Library Director Beverly Lewis also attended.

 

The February 22, 2010 Minutes were unanimously approved as distributed upon motion by Steve Harding, second by Linda Clair.  The record of the March 22, 2010 meeting was unanimously approved as distributed upon motion by Terry Woster, second by Linda Clair.

 

The City Expenditures Reports for February 2010 and March 2010 were reviewed and the Internal Financial Reports for those same months were also reviewed.  Director Lewis said the budget reports indicated expenditures were on target for this time of the fiscal year and the internal reports indicated all accounts balanced.  All were unanimously accepted upon motion by Pat Clark, second by Terry Woster.

 

The Statistical Report for March 2010 indicated 14,627 items circulated; 3,291 persons used the public computers; and 10,648 persons visited the Library.  In addition, the collection expanded to 86,032 items and there were 13,356 card holders at the end of the month.

 

Director Lewis advised an asbestos review of the building was conducted in accordance with a CBDG requirement.  She said she would look into the mechanism for making donations with credit cards. 

 

The Summer Reading Celebration begins June 7th and Director Lewis said the program schedule was set, the information is on the Library’s website and flyers and promotional materials were available. 

 

National Library Week activities were successful and the after-school programs about books and libraries were especially popular.

 

After discussion, it was unanimously agreed, upon motion by David Page, second by Pat Clark, to use the current CPI amount in the Library’s  request for 2011 financial support from Hughes County and the City of Fort Pierre.

Minutes

 

The Rawlins Municipal Library Board met in regular session Monday, February 22, 2010 at 5:10 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair, Pat Clark, David Page and Terry Woster attended.  Commissioner Steve Harding and Library Director Beverly Lewis also attended.

 

The January 25, 2010 Minutes were unanimously approved as distributed upon motion by Steve Harding, second by Linda Clair.

 

The January City Expenditures Report showed the Library had expended 4.57% of its budgeted funds by the end of the first month.  The Internal Financial Reports for January show all accounts balance.  After discussion, upon motion by Steve Harding, second by Terry Woster, it was unanimously agreed to let CD#14018 roll over for a 12-month period at an APY of 1.25%.  All financial reports were unanimously accepted upon motion by Linda Clair, second by Pat Clark.

 

The Statistical Report indicated 12,722 items circulated in January and 9,453 persons visited the Library during the 29 days it was open.  The number of card holders grew to 13,281; the collection grew to a total of 85,017 items; and 2,971 persons used the public computers.

 

Commissioner Harding said the application for a Community Development Block Grant was submitted on behalf of the City and the Library by the Central South Dakota Enhancement District.   He thanked everyone who worked very hard on the process.  He also said there isn’t a set notification date although he hoped that would occur before the March Board meeting.

 

Director Lewis said the Summer Reading Celebration would be held June 7 through August 5 with a wide variety of reading activities.  After discussion, the proposed budget for two Summer Library Assistants to work twenty hours each per week was unanimously approved upon motion by Linda Clair, second by Pat Clark.

 

The Library is a local sponsor of the 2010 One Book South Dakota activity and will host a book discussion of What is the What by Dave Eggers in the Library on April 19. 

 

Director Lewis said the Library received a grant from the SD Department of Agriculture in the form of a collection of twelve books about farmers markets.

 

A collection of donated paperback books will be re-donated to the library in the new Hughes County Jail.  Director Lewis said the books will be available to inmates and the collection will be added to and refreshed as needed.

Minutes

 

The Rawlins Municipal Library Board met in regular session Monday, January 25, 2010 at 5:10 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair and David Page attended.  Pat Clark and Terry Woster were absent.  Commissioner Steve Harding and Library Director Beverly Lewis also attended.

 

The December 14, 2009 Minutes were unanimously approved as distributed upon motion by David Page, second by Steve Harding.

 

The December Expenditures Report showed the Library had expended 95.5 % of its budgeted funds to date this year and Director Lewis noted this would not be the final 2009 report because there were outstanding invoices.  The Internal Financial Reports for December showed all accounts balance and the 2009 report will be submitted to the City in February.  All were unanimously accepted as reviewed upon motion by Linda Clair, second by David Page.

 

The December Statistical Report showed 11,167 items circulated and the collection grew to include 84,200 items.  2,895 persons used the computers and there were 2,254 “hits” to the Library’s web page.  190 children listened to stories beside the Library’s tree during the 15 holiday Capital Christmas Celebration.

 

The 2009 Statistical Report was reviewed and Director Lewis said it was a successful year and discussed the following highlights.  152,277 items circulated; 155,851 persons visited the Library; 39,865 persons used the computers; the collection grew by 9,461 to 84,200 items; cardholders increased by 630 to 13,248; more than 1,270 kids participated in the Summer Reading Celebration; and more than 5,240 kids participated in a variety of other reading events and celebrations throughout the year.

 

Director Lewis said the staff completed the Community Survey and the results were provided to the Central South Dakota Enhancement District as one of the requirements to determine eligibility for a Community Development Block Grant.  Another requirement is to hold a public hearing about the application for the Grant and Commissioner Harding said this will be scheduled for a City Commission meeting in early February.

 

Director Lewis noted there will be a review of the newspapers and magazines to which the Library subscribes and patrons will be asked to indicate their use of these resources in the Library.

The November 23, 2009 Minutes were unanimously approved as distributed upon motion by Terry Woster, second by Pat Clark.

 

The November Expenditures Report showed the Library had expended 86 % of its budgeted funds this year and the Internal Financial Reports for November showed all accounts balance.  All were unanimously accepted as reviewed upon motion by David Page, second by Terry Woster.

 

The November Statistical Report showed 12,722 items circulated and the collection grew by 455 to include 83,731 items.  3,551 persons used the computers and there were 2,639 “hits” to the Library’s web page.  77 children participated in the Picture Book Celebration and received free books from Oahe First Book.

 

The Capitol Christmas Storytimes were in progress at the time of this meeting and Director Lewis said both children and adults were enjoying the holiday stories read by library staff and community volunteers.

 

A requirement to determine eligibility for a Community Development Block Grant for funds that could be used for the Expansion/renovation Project is to conduct a Community Survey and this will be done by library staff during December.

 

Director Lewis said the After School Reading Adventure programs were redesigned and beginning in January will be provided every Thursday on a rotating schedule so there will be more time for stories and booktalks and the participants will be with others in their grade levels.

 

After discussion, upon motion by David Page, second by Pat Clark, it was unanimously approved to add the words “Rawlins Library reserves the right to disable any website that disrupts its Internet or network connectivity or causes damage to its computer hardware” to the Internet Use Policy.

The Rawlins Municipal Library Board met in regular session Monday, November 23, 2009 at 5 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair, Pat Clark, David Page and Terry Woster attended.  Commissioner Steve Harding and Library Director Beverly Lewis were also in attendance.

 

The October 26, 2009 Minutes were unanimously approved as distributed upon motion by Pat Clark, second by Linda Clair.

 

The October Expenditures Report showed the Library had expended 77.54% of its budgeted funds at the end of the month and the Internal Financial Reports for the same period showed all accounts balance.  Both were unanimously accepted as reviewed upon motion by Terry Woster, second by Steve Harding.

 

The October Statistical Report showed 12,873 items circulated and there were 10,921 visitors during the 30 days the Library was open that month.  The collection grew to include 83,314 items and the number of card holders to 13,185.  The computers were used by 3,665 persons in October.

 

Pat Clark said she would serve another term on the Board, and it was unanimously agreed upon motion by Linda Clair, second by Steve Harding, to forward a recommendation from the Board to Mayor Gill for Pat to be reappointed.

 

The Library will sponsor its annual Capitol Christmas Storytimes Celebration beginning November 27.  The storytimes will be held weekday evenings and Tuesday and Saturday mornings.  These special come-and-go family activities will take place on the ground floor of the Capitol beside the Rawlins Library Christmas tree.  The tree’s theme is “We See Stories” and features silver mobiles with covers of popular children’s holiday stories and a quote from each.

 

Library Director Lewis will meet with Commissioner Harding, City Administrator Leon Schochenmaier and City Engineer John Childs to discuss the Expansion/Renovation Project.  A plan for donations will be available soon. 

 

The Pierre Area Homeschoolers held their second National Geographic Bee on November 20 in the Library and Director Lewis moderated. 

 

It was decided the December meeting will be held on the 14th at 5 PM in the Library.

Rawlins Municipal Library Board met in regular session Monday, October 26, 2009 at 5:05 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair, Pat Clark and David Page and Library Director Beverly Lewis attended.  Terry Woster and Commissioner Steve Harding were absent.

 

All present welcomed David Page to the Library Board.

 

The September 30, 2009 Minutes were unanimously approved, upon motion by Linda Clair, second by Pat Clark.

 

The September City Expenditures Report showed the Library had expended 69.75% of its budgeted funds at the end of the month and the Internal Financial Report for the same period showed all accounts balance.  Both were unanimously accepted as distributed upon motion by Linda Clair, second by Pat Clark.

 

The Statistical Report for September showed 14,693 items circulated and there were 10,912 visitors during the 29 open days.  The collection grew to 83,003 items; there are 13,128 card holders and 2,695 persons used the computers in September.

 

It was decided to discuss donations to the Expansion/Renovation Project at the next meeting.

 

The discussion about Board terms would take place at the next meeting.

 

Director Lewis said she saw more than 500 kids during the annual Trick and Treats on the Trail sponsored by SDGF&P on the 25th.  She handed out bookmarks to the older kids and sponsor-donated candy to all.  On Halloween all kids who come to the Library in costume will receive a free paperback book from Oahe First Book and a Reading Adventure program for kids in kindergarten through 3rd grade will also be held that day. 

 

On November 10 and 12 there will be special storytimes featuring Winnie the Pooh and Clifford the Big Red Dog with free books for all preschoolers in attendance.  On November 14 there will be a holiday Reading Adventure program for kids in kindergarten through 3rd grade.  December 12-20, there will be a Holiday Pals Read and Tell celebration for readers.

 

Director Lewis said the Library staff has implemented more frequent and more stringent sanitizing procedures each day during this flu season.

  

The November meeting is scheduled for the 23rd at 5 PM in the Library.

The Rawlins Municipal Library Board met in regular session Wednesday, September 30, 2009 at 5 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair, Terry Woster, Commission Steve Harding and Library Director Beverly Lewis attended.  Pat Clark was absent.

 

The Agenda was unanimously amended to place items 4. a, b and c first and the other items were renumbered accordingly, upon motion by Steve Harding, second by Linda Clair.

 

The Pierre City Commission adopted the 2010 Budget Ordinance 09/29/09 and thus the Library’s budget request was authorized.  Board members thanked Commissioner Harding for his championship of the request for the line item that included funds to hire an architect for the Expansion/Renovation Project.  Among the next steps will be seeking grants and donations and these will be discussed in greater detail at subsequent meetings.

 

After discussion, upon motion by Steve Harding, second by Linda Clair, it was unanimously agreed to recommend David Page to the Mayor to fill the vacant position on the Board.

 

The August 24, 2009 Minutes were unanimously approved upon motion by Terry Woster, second by Linda Clair.

 

The August City Expenditures Report showed the Library had expended 62.75 of its budgeted funds at the end of the month and the August Internal Financial Report showed all accounts balance.  Both were unanimously accepted as distributed upon motion by Linda Clair, second by Terry Woster.

 

The August Statistical Report indicated 13,807 items circulated; 3,873 persons used the computers; the collection grew to 82,273 items; there are 13,067 card holders; and 11,273 persons visited the Library this month.

 

Director Lewis said the Library would have a tree during the Christmas at the Capitol celebration and the theme would be “We see stories!”  The Library will also hold storytimes in the Capitol in December.

 

Director Lewis said five students from the Riggs High School Youth Involved Project were volunteering at the Library.  In addition, an Experience Works person and a student from the Project Skills program will work at the Library this fall.

 

The next meeting is scheduled for Monday, October 26, 2009.

The Rawlins Municipal Library Board met in regular session Monday, August 24, 2009 at 5:05 PM in the Dakota Historical Collection room with Chair Liz Vogt presiding.  Members Linda Clair, Pat Clark, Terry Woster, Commissioner Steve Harding and Library Director Beverly Lewis attended.

 

The Agenda was unanimously approved.

 

The July 27, 2009 Minutes were unanimously approved upon motion by Pat Clark, second by Terry Woster.

 

The July City Expenditures Report showed the Library had expended 56.17% of its budgeted funds at the end of July and the July Internal Financial Report showed all accounts balance.  Both were unanimously accepted as distributed upon motion by Linda Clair, second by Terry Woster. 

 

After discussion, it was unanimously agreed, upon motion by Pat Clark, second by Linda Clair, to open a Library Building Fund savings account and purchase a $5,000 Certificate of Deposit.  The difference between the memorial contributions in memory of Charles H. Burke received to date of $4,592.50 and the minimum amount to open the account of $100 will be taken from the Library’s checking account.

 

All also agreed a thank you card to the Charles H. Burke family would be sent on behalf of the Board in appreciation for the Library building fund having been named as a recipient for memorial contributions.  Director Lewis said she had already sent a thank you letter and she would be glad to circulate a card for Board members to sign.

 

The July Statistical Report showed 13,775 items circulated; 3,545 persons used the computers; the collection grew to 81,953 items; there are 13,029 card holders and 11,844 persons visited the Library during the 29 days it was open.

 

Director Lewis said the Summer Reading Celebration was very successful because more kids read more books this year.  The summary report showed 849 kids listened to and or read 1,314 books.  In addition, 1,622 kids attended 94 programs in the Library and 404 kids attended 13 programs outside of the Library; and 1,269 free books from Oahe First Book were distributed.

 

Commissioner Harding reported that he, the Library Director and City Administrator Leon Schochenmaier, determined in a recent meeting that it would be more realistic to raise the amount to be requested for an architect in the FY 2010 Budget Request Line Item #66010 to $75,000.

  

Library Director Lewis presented the Library’s FY 2010 Budget Request to the City Commission on August 11th.

 

After discussion, all agreed to table the subject of the Board vacancy until the next meeting.

 

Director Lewis said the fall, winter, spring open hours would go into effect Tuesday, September 8 and are as follows:  Monday through Thursday, open at 10 AM, close at 9 PM;  Friday, open at 10 AM, close at 6 PM;  Saturday, open at 9 AM, close at 5 PM; and Sunday, open at 1 PM, close at 5 PM.

 

A new series of programs will begin in September called “Early Release Reading Adventures” and will take place on Wednesdays at 1:30 PM when students are released early from school.  The programs will include a variety of stories, poetry, booktalks, music, reading games and crafts.

 

The September meeting is scheduled for the 28th.

The Rawlins Municipal Library Board met in regular session Monday, July 27, 2009 at 5:10 PM in the Dakota Historical Collection room.  The meeting was chaired by Linda Clair in the absence of Chair Liz Vogt.  Members Pat Clark, Terry Woster, Commissioner Steve Harding and Library Director Beverly Lewis attended.

 

The Agenda was unanimously approved upon motion by Pat Clark, second by Steve Harding.

 

The June 22, 2009 Minutes were unanimously approved upon motion by Terry Woster, second by Pat Clark.

 

The July 20, 2009 Minutes were unanimously approved as amended upon motion by Pat Clark, second by Steve Harding.

 

The June City Expenditures Report was unanimously accepted as distributed as was the June Internal Financial Report, upon motion by Pat Clark, second by Steve Harding. 

 

After discussion about the 08/07/09 maturity date of the CD in theWegner-Norbeck Trust account, it was unanimously agreed, upon motion by Steve Harding, second by Terry Woster, that Library Director Beverly Lewis would write to the Trust officer, Greg Litton, and let him know the Board requested he secure another CD at the best possible interest rate.

Director Lewis said the Summer Reading Celebration was popular in June and 1,198 kids attended 55 programs.  110 preschoolers participated in the “Read to Me” activity and 302 kids read 505 books for the “Read and Tell” activity.  And 482 kids received free books from Oahe First Book.

 

The Expansion/Renovation Project was discussed and after reviewing the Request for Information replies, it was unanimously agreed, upon motion by Pat Clark, second by Terry Woster, to submit $50,000 in Line Item #66010 in the Capital Outlay Projections Request for FY 2010. 

 

Director Lewis said she met with City Administrator Leon Schochenmaier about the Library’s FY 2010 Budget Request and there was agreement to delete Line Item #

#66205, music cassettes and Line Item #64230, seed and fertilizer, due to no activity in them for three years.

 

The Library is a co-sponsor of One Book South Dakota and will host a discussion about South Dakota author Dan O’Brien’s Buffalo for the Broken Heart on August 6th.  Local author Bill Markley will lead the discussion.

 

After discussion, all agreed to table the subject of the Board vacancy until the next meeting.

 

The August meeting will be held on the 24th.

The Rawlins Municipal Library Board met in regular session Monday, June 22, 2009 at 5:05 PM in the Dakota Historical Collection room.  Chairwoman Liz Vogt presided and members Linda Clair, Pat Clark, Terry Woster and Commissioner Steve Harding and Library Director Beverly Lewis attended.  Don Rounds was absent.

 

The Agenda was unanimously approved as amended to add 5 b. Board Vacancy, upon motion by Linda Clair, second by Pat Clark.

 

The May 18, 2009 Minutes were unanimously approved, upon motion by Pat Clark, second by Linda Clair.

 

The May City Expenditures Report and the May Internal Financial Report were discussed and it was noted all show the finances were in good order.  Both were accepted, upon motion by Terry Woster, second by Linda Clair.

 

The May Statistical Report was reviewed by Director Lewis and she noted the circulation was 11,233; the number of card holders grew to 12,784 and 2,985 persons used the public computers.  The number of visitors was 10,029 during the 30 days the Library was open.

 

The Capitol Community Celebration was moved indoors because of inclement weather and the Library’s table was near an entrance.  Staff members painted 147 kids faces and were able to visit with many adults about the summer reading activities.

 

The storytimes at Oahe Days were popular with the children who attended and the face painting was even more popular.  Again, staff visited with both kids and adults about the Library’s ongoing summer activities.

 

Director Lewis said the Summer Reading Celebration programs are proving to be popular and more kids are reading more books so far this summer.

 

After discussion about the Capital Outlay Projections report, it was decided to delay adding an amount to the request for Phase I of the Expansion/Renovation Project until after the July 27 Board meeting.  Therefore, the Projections report was approved as discussed and would be submitted accordingly, upon motion by Pat Clark, second by Linda Clair.

 

The Board most regretfully accepted Don Rounds’ resignation as of July 1st.   He had served on the Library Board for twelve years and all acknowledged his helpful support.  This vacancy will be placed on the July 27 Agenda. 

 

Director Lewis said she would make a presentation for financial support to the Hughes County Commission on July 7 and to the Ft. Pierre City Council on July 20.

 

The next meeting is scheduled for July 27, 2009.

The April City Expenditures Report and the April Internal Financial Report were discussed and both were accepted, upon motion by Linda Clair, second by Steve Harding.  It was agreed, upon motion by Linda Clair, second by Steve Harding, the Library Director should determine which financial institution would provide the best interest rates for CD#7038391749 that is due to mature 05/24/09 and deposit the funds therein.

 

The April Statistical Report indicated 12,362 items circulated during the 28.5 days the Library was open and there were 11,935 visitors.  3,152 persons used the public access computers and there are 12,741 card holders.  The collection included 80,270 items and Director Lewis said an adult non-fiction collection evaluation project was in progress which resulted in more items being discarded from the collection than were added to it.

 

Director Lewis reported the success of Children’s Book Week activities and said 93 kids participated in a contest to guess how many items are in the children’s collection and two dozen attended after-school programs.

 

Plans for the Summer Reading Celebration are nearly complete and Director Lewis distributed a flyer that details all activities.  Promotional materials have been sent to the media, flyers were distributed in schools and mini posters will also be posted in local businesses.

 

After discussion, all agreed to review a Draft Request for Information and Director Lewis will send it to the professional firms Steve Harding will recommend.

 

Library staff will again participate in the annual Capitol Community Celebration June 10 by providing information about the summer activities and face painting, too.

 

Library staff will also participate again in the annual Oahe Days Celebration June 20 and will hold three Reading Adventure programs and also do face painting.

  

Beginning Monday, June 1 the Library will begin its summer open hours.  The difference is the Library will open at 9 AM on weekdays and Saturdays.  Weekday and Friday closing hours will remain the same; however, the Saturday closing will be at 5 PM.  Sunday hours will not change.

 

Director Lewis reported the Children’s Librarian, Pat Weeldreyer; Youth Services Librarian Sara Miller and she provided 26 reading activities for 701 kids in the Stanley County School District’s 21st Century Learning Center program during the school year.
